The Structure Of A ZSC

Introduction (Top)

This is of course all hypothetical. I will add to this as I get better ideas on what would be necessary within a zsc. Some items are obviously poorly developed, such as the recurring bonus and pause period, I'm thinking on the issue.

Also, you'll notice that much of society's present state will be maintained within a zsc, such as rental housing and owned housing. There are some critical differences: properties are not passed by inheritance, and all status results from achievement, no status results from patrimony. Consequently, although there will be levels of society, higher levels will be occupied by "Real High Achievers" who will, as will be their unalienable right, command the admiration of others; thus catapulting human society in the direction which enhances the human condition. Levels of society will remain a reality until the need for them has vanished. This will result as humankind advances beyond the necessity which creates the need for highly qualified individuals.

Many costly things will become unnecessary within a zsc. To name a few: power lines, phone lines, roads, sidewalks, street lights, fences, septic tanks. I will eventually weigh the pros and cons of zsc's on this page.

About the available space in a zsc: Think of a large city. Where do all the people from that city live? In that city. Each one or several in separate dwellings. Imagine now a building that covered the entire city area. There would be not only enough space to easily house the same number of citizens, but a tremendous amount of additional space as all of the city area would be included, not just a few scattered buildings here and there.

About the effort necessary to build such a structure: We would have the entire labor force of a city to build zscs. Initially they would be small and growing. The larger the structure becomes the more people it houses and the faster it becomes larger. It's my guess that people would be crying to get in after they saw how well it operates.

I have to organize this better I know, but the ideas are just coming through now so here it is.

The Building (Top)

The zsc is to be a corporation owned and operated by the citizenry. A corporation in semi philanthropic competition with all other world zscs. 

Although no entity shall own any surface area of the Earth each zsc will have jurisdiction over it's accompanying land area to an extent which is proportional to one acre per ~50 citizens. If two zscs border on a fertile area which is sought by both for farming or mineral gathering the area's resources, and the labor of resource retrieval, are to be split between the two zscs.

The zsc is a continuous six story building structure which will house, employ, and satiate the needs of the entire, and expanding, human population in the area within which the zsc was constructed. The zsc will contain housing for the citizenry, factories for manufacturing, markets for commerce, arenas for zsc events, and transportation facilities. All utilities and sanitary functionalities shall be built into a zsc to accommodate for the needs of the entire, and expanding, zsc population. 

Each zsc will be the property of the citizenry and each citizen will have voting rights as pertains to additions, changes and or removals from the zsc structure. 

The six floors of the zsc shall each have different purposes in the organization of humans. The following is a brief introduction to the plans for each floor: 

1. All manufacturing.
2. All transportation and commercial operations.
3. Low cost, rental, housing for the citizens.
4. Rental and purchasable housing at a slightly higher rate, and business administration offices.
5. Exclusively purchasable housing, and business administration offices.
6. High priced exclusively purchasable housing, and business administration offices.

Pockets in the zsc will provide access to out door areas, gathering places for zsc events, etc.. The New Citizen Initiation program (NCI) will exist in one such pocket. 

All public areas of the zsc will be monitored to thwart insidious activity. 

Codes of sanitation will be in effect throughout the zsc structure. 

Structural devices will be in place within the zsc to quarantine any area of the structure within a small period of time. This will be necessary to stop the spread of infectious disease in the event that such a situation should arise. 

The zsc environment will be controlled by central heating and central air conditioning within a wide range such as 60 degrees to 80 degrees. This will allow citizens to customize their individual environmental conditions without much additional effort. 

All waste shall be processed by the zsc. Recyclable material being recycled and non recyclable materials being rendered harmless to the environment before expulsion from the zsc. 

Elevators, stair cases, and escalators are to be located periodically throughout the zsc for movement from floor to floor. 

All properties purchased within the zsc will revert back to zsc ownership upon the death of the owner. 

No single citizen will have the power to influence the design of a zsc, out side that of his own housing.

No citizen will have the right to deal in zsc property (private or commercial zsc dwellings). All property transactions will be handled by the zsc. No subletting, renting, of purchased housing will be allowed. No citizen will be allowed to transfer properties that he or she has purchased to companions or anybody else, except with the zsc itself, under any circumstances.

The zsc will maintain modest, yet meeting the same zsc standards of quality and sanitation, free dwellings for citizens who are unfit to work as a result of health problems. Such citizens will be constantly monitored for fitness to return to work.

All rental dwellings (private or commercial) will be owned and maintained at optimal standards of quality and sanitation by the zsc facility.

All large scale, base commodity (foods, utilities, various electronic necessities) manufacturing companies will be owned by the zsc.

No citizen will be able to own more than a single property in a zsc.

No pets will be allowed within the zsc facility.

It might be possible to dedicate an entire floor of the ZSC to a conveyor system which is capable of distributing products to and from any location of the zsc structure. This would enable Humans to make grocery and other small purchases from their residences whereupon the purchased products would arrive shortly there after via recepticles located in each residence, shop, or business. If the ZSC is circular the conveyor system could consist of nested circular bands having progressively small radiuses as they approach the center of the zsc. Kind of like a target each band connected to the others by way of junctions which enable products to be moved from band to band, And still other conveyors diagonally reaching up into the various compartments of the zsc to receive and deliver packages.

The Economy (Top)

The citizens will be permitted to operate any business of their choosing, at their own expense, except those that might destabilize the functionality of the zsc or it's inhabitants. Private business shall function with the exact same pay scheme as the general zsc corporations. Bonuses will be an internal matter for private business.

A citizen credibility ranking which will be maintained for each citizen of a zsc. The credibility ranking will be used by the zsc corporation to judge a citizens tendency to follow through in various zsc programs and properly treat maintain properties. Citizen credibility can be used to reward or penalize a citizen throughout zsc functions. Each citizen will begin life within a zsc with good credibility. Credibility will fluctuate thereafter according to citizen behavior, punctuality, follow through, etc. Citizen credibility can be used in limiting the type of housing available to a citizen.

The citizenry will be allowed to choose their own industry of employment. The citizenry will be allowed to move without restrictions between any number of industries any time they choose to do so. What this will accomplish is putting the control back into the hands of the citizenry. No longer will citizens beg for employment. Now corporations will beg for employees by offering promising bonuses, etc..

Each time a citizen joins a new company he or she will need to complete the educational program of the company prior to being placed into a job. Some educational programs will be simple and short such as that of a maintenance person, others will be complex and long such as those in the medical field. All citizens will be paid the uniform wage while attending the educational programs of companies. Once a citizen joins a company for the first time and begins the educational program of that company he or she will be barred from reentry into that company for a set period of time if the citizen chooses to leave the company for another before the completion of the educational program. Also citizens who choose to opt out of a company in which they have began an educational program but not completed it shall be penalized in credibility. Companies with similar or the same educational requirements can and should use the same educational materials and programs so that a new employee can shift companies in the same field even while attending the educational program of one without penalization.

Once a citizen has completed the educational program for a company that citizen will be allowed to leave the industry for other industries and return at any time without having to reenter the educational program. Also citizen owned companies who hire on employees, paying them the uniform wage, will have to send their new employees through the same educational programs as zsc owned corporations which are in the same type of business. Citizen owned companies will also have to pay the uniform wage to each employee they have in the educational program.

All citizens will be paid the exact same wage for any employment within the zsc. The only exception to the uniform wage rule will be for mothers with their first child. Mothers who are pregnant or have a child whose age is below that of puberty shall receive 150 percent of the uniform wage. If a mother who is receiving the uniform wage benefit has a second child before the first child has reached puberty her wage shall revert to the regular citizen's wage to disparage excessive child bearing. She shall not receive the wage benefit for any other children that she might bear other than the first. Nor will any company be allowed to bar any capable woman from employment in that company based on her maternal condition or her wage benefit.

Monthly bonuses are to be distributed in each industry for high achievement in either education or production. Who receives the bonus each month will be judged by a vote amongst the workers. See Bonus system

The actual amount to be provided in bonuses is to be a factor of three things:

1. Demand for employment in that industry by citizens.
2. Prosperity of the industry.
3. Citizen vote within the zsc.

Should particular industries be in greater demand by citizens the bonuses provided in those industries will be reduced to levels which will equilibrate the supply and demand equation for those industries with other industries in less demand.

Citizen employment within a zsc will be enforced by economic security officers (ESO) who will have no power over the citizen except as it pertains to their economic status within the zsc. The ESO will question and coordinate all citizens employment status. Evading consistent employment and other crimes within the zsc will be punishable by limiting the citizens privileges, bonuses within the zsc.

Citizen housing should be an easily utilized phenomena. A citizen with good credibility, no penalizations etc., should be able to rent housing without even meeting with zsc staff. Housing which is maintained by the zsc and is available for renting can be rented by a citizen simply with a citizen's ID card. There will be no limit to the number of housing or business units a citizen can rent at any given time unless the citizen's requirements are inordinately large such that they infringe on the welfare of other citizens.

Each citizen's financial status will be monitored. Each citizen be given one life long bank account and no more. Citizens who are not financially solvent must work full time. If they can not or will not maintain employment the citizen must appear before a zsc counsel to explain the reason for their unemployment. Citizens who fail to choose their own field of employment must be assigned employment. Citizens who are financially solvent are free to do as they like. No citizen is to be able to attain financial solvency merely as a result of receiving monetary gifts unless there is valid reason for this approach that can be proved before a zsc counsel. Competent citizens who refuse to comply with the economic mechanism of a zsc will be given the option of expulsion. Expulsion from a zsc would entail leaving the zsc to join another zsc in a different location or leaving the human community behind entirely and reverting to a primitive life in the wilderness outside without support of any kind; commodities or devices which originate from the zsc community.

Citizens who consistently receive bonuses within a particular or several industries will naturally become high ranking citizens in those industries. High ranking citizens in particular industries will be the ones who vote for chief officers for those industries.

Each industry will provide education pertinent to it’s business line on site. This educational process will be made available to any and all citizens who endeavor to enroll as an employee in that industry. 

All children are to be surrendered by their parents to the New Citizen Initiation program (NCI) at puberty. Within the NCI young adults will be taught a solid basis in language and the sciences. When a new citizen leaves the NCI they will be going to the corporation of their choice to begin their employment education. They will immediately start earning wages, and will be prepared for a life of their own within the zsc. No child will inherit the money or property of their parents.

Chief executive officers (CEO), or industry leaders, are to be selected by popular vote of the highest ranking citizens in the particular industry.

That a citizen will be able to move from industry to industry as he wishes will create a situation where high ranking citizens in one industry may currently be employed within yet another industry. This will not effect their voting rights as high ranking citizens within any industry for which they rank high.

CEOs will receive the same wage as all other zsc citizens. They too will receive periodic bonuses. Which CEO will receive each periodic bonus will be judged by evaluating the performance and product quality of each industry the best performer will receive the bonus.

Their will be no copyrighted material within a zsc. Should a citizen’s invention prove to be useful to a zsc or it’s citizens the inventor will be provided with a one time monetary award for their invention and the invention will immediately become public domain.

Annual celebrations accompanied by bonuses of some sort are to carried out at the best performing zsc of all global zsc’s.

There must be a limit to the amount of money, merchandise that can be given as a gift from one citizen to another so as to thwart the elevation of unaccomplished citizens via patrimony.

It will be mandatory that every business have a suggestions box and suggestion forms made readily available to all employees at all times. Each month all employees will go over the suggestions in the box to evaluate the viability of the suggestions. If an employee's suggestion proves to be of value to a business the citizen who made the suggestion will be rewarded with a one time bonus and the suggestion will be implemented.

Henceforth industry will not rise on the flesh and ingenuity of the people leaving them distraught and empty to search elsewhere for fulfillment in their private lives. The citizen's private life will be his economic life and he will herald industry as it will herald him. And eventually the two will merge and become one.

The Bonus System (Top)

Outside The Zero Separation Cities (Top)

Outside the Zero Separation Cities natural environments will be allowed to return to the wilderness that they once were. No citizen will be allowed to own anything outside of a zsc, the land of the Earth will be without ownership.

Rivers, lakes, ocean sides, etc. will all be restored to their natural states, where feasible. Some such areas can be used to maintain public areas for whatever reason.

The wildlife which once existed in the open fields, rivers, lakes of the Earth will once again take control of those areas.

Existing buildings, houses, etc. will either be burned to the ground, dismantled or allowed to decay naturally depending on the expense necessary for the demolition.

Main highways and interstate highways will remain until such time, in the future that they have been replaced by rail services. All minor roadways will be either dismantled or allowed to decay naturally depending on expense and impact on the wilderness.

No citizen will be allowed to build outside of a zsc. Only the zsc corporation will be permitted to organize building structures outside of the zsc for farming, mineral retrieval, etc..
